51 men were convicted because those are the ones Pelicot’s lawyers had enough evidence to prosecute. there were many more men who participated in raping her for 20 years.

Because this is the kind of people to whom power = doing things to other people they'd rather you didn't. Which means the worse things they can do & get away with, the more powerful they feel. By their sick, twisted logic it's weird if you *don't* rape anyone; to them it's the power equivalent of leaving money on the table.
